The Department for Energy Security and Net Zero’s SMR Owner’s Engineer procurement could create demand across several UK engineering disciplines. However, a business case is not a recruitment plan, so it is important to distinguish the confirmed procurement direction from skills evidence found in current vacancies.

What is confirmed about the procurement?

The confirmed point is relatively narrow: DESNZ has prepared a summary business case for an Owner’s Engineer procurement connected with its small modular reactor work.

An Owner’s Engineer normally supports the client rather than replacing the reactor vendor, principal designer or delivery contractors. Its purpose is generally to help an owner make informed technical decisions, maintain oversight and challenge evidence supplied by other parties.

The precise division of responsibilities will depend on the eventual contract documents. Candidates and suppliers should therefore check the published procurement notice, specification and award information rather than assuming that every conventional Owner’s Engineer activity will be included.

The summary business case should not be treated as confirmation of:

  • individual job titles or team sizes;
  • where personnel will be based;
  • employment terms, salaries or contract rates;
  • required security clearances;
  • the successful supplier or its recruitment timetable;
  • which activities will remain with DESNZ, a future owner organisation or other programme partners.

That distinction matters. The procurement may lead to direct recruitment, consultancy assignments, subcontract opportunities or redeployment within existing supplier teams, but those outcomes should not be presented as confirmed vacancies until employers advertise them.

What capabilities might an Owner’s Engineer need?

Their work may involve reviewing safety arguments, checking whether supporting evidence is coherent and helping the owner understand technical risks. The exact relationship with regulators and licence holders would need to be defined in the procurement scope; it should not be inferred from the Owner’s Engineer label alone.

Independent assurance and quality

The owner also needs confidence that engineering outputs, suppliers and delivery processes satisfy agreed requirements. That points towards quality planning, supplier assurance, inspection, audit and non-conformance management.

Document control and records management are part of this picture. Nuclear programmes generate extensive evidence, and decisions need to be supported by controlled, retrievable information. Experience of technical governance and assurance can consequently be as important as detailed design expertise.

Programme, commercial and supply-chain oversight

Owner-side engineering advice must connect with schedule, cost, procurement and risk. Programme managers and project controls specialists may be needed to translate technical developments into delivery consequences.

Relevant capabilities could include:

  • planning and schedule assurance;
  • cost and quantity surveying;
  • technical risk and opportunity management;
  • procurement and commercial support;
  • supplier performance monitoring;
  • package, interface and change management;
  • reporting for senior decision-makers.

These activities require people who can challenge constructively without losing sight of programme objectives.
